Administrative Services

The purpose of the Administrative Services Program is to provide financial management and procurement services to the Board of Trustees, Executive Management and Program Managers so they can efficiently allocate and manage resources in the best interest of our beneficiaries.

Asset management means to fulfill our trust by analyzing opportunities, making critical decisions, and maximizing the value of our portfolio and other investments. Resource Management is comprised of Administrative Services, Land and Property, Investment Transactions, and Information Systems & Records Management.

Investment Transactions
Investment Transactions Manager: Connie Cheng
The purpose of the Investment Transactions Program is to provide oversight, analyses, and transactional services in support of the OHA BOT and executive management so they can steward and grow the value of OHA’s portfolio investments in the best interest of OHA’s beneficiaries. 
 
Information Systems and Records Management
Information Systems & Records Management Manager: Rodney Saito
The purpose of the Information Systems & Records Management program is to provide business tools, technology tools, applications, network services, and records management to the Office of Hawaiian Affairs so they can conduct business and achieve results in a reliable and efficient computing environment.
 
Human Resources
Human Resources Manager: Tane Mosher
The purpose of the Human Resources Program is to provide comprehensive workforce development & management support services to the CEO and Managers so they can attract, retain, and motivate a high performing staff to achieve strategic and operational results.
 
Program Improvement
Program Improvement Manager: Jim Patterson
The purpose of the Program Improvement Program is to provide administrative and operational evaluation and recommendation services to the OHA Chief Executive Officer, CFO & Executive Team so they can manage service contracts to achieve performance measures and improve service delivery to their Native Hawaiian clients. 
 
Land and Property Management
Land and Property Manager: Miranda Smith
The purpose of the Land and Property Management Program is to provide land and property acquisition, land and facilities management and oversight, and consulting services to OHA so they can preserve and enhance sacred sites and traditional practices, protect cultural and natural resources, and promote mauli ola (health and well-being) and economic opportunities for the benefit of present and future generations of Native Hawaiians.
 

Research

Research means to compile and gather data to identify gaps and important issues, inform our advocacy efforts and ensure our actions and initiatives are based on the best information available. Research is comprised of Land and Culture, Demography and Special Projects.

OHA Supported Programs

Under legislative mandate, OHA provides matching funds for certain programs dealing with Native Hawaiian education, human services and legal representation. The contractors currently receiving these funds are: Alu Like, Inc. (human services), Na Pua Noeau (education) and the Native Hawaiian Legal Corp. (legal representation).
 
OHA may also lend its support to other programs, as necessary. 
 
Na Pua Noeau 
The Center for Gifted and Talented Native Hawaiian Children was established at the University of Hawai'i at Hilo for the purpose of increasing educational enrichment opportunities for Hawaiian Children (K - 12) throughout the State of Hawai'i.
 
Native Hawaiian Legal Corporation

Procurement and Technical Assistance
Hawai’i Procurement and Technical Assistance Center (HI-PTAC)

Provides assistance to small businesses in Hawaii with successfully marketing products and services to the federal as well as the state and county government, to support job creation, income generation, and business retention in the local economy.
